If your video card does not support OpenCL v1.1 or higher, you may need to purchase an upgraded video card that supports OpenCL v1.1 or higher to gain access to the Oil Paint filter of photoshop. Duplicate your image.
Turn off the 2 no layer and select the 1st layers.
Go to Filter→Stylize→oil paint
Flow the to finish, we set Stylization to 3.5, Cleanliness 4.5, Scale 0.8, Bristle Detail 3.0, Angel -80 and Shine 1.0 then press Ok.
Click here to Mask button.
Select brush tool (keyboard shortcut press B) paint to remove for extra area.

Where To Find It To install the extension, log on to the Adobe Add-ons store.
Locate the ExportLayer add-on, and click the button to begin installation.
Once installation is complete, you will see 'Oil Paint All' Panel add-on appear inside the Windows>Extensions menu from within your CC applications.
